  Gumii: ULFO - Resolution

Resolution of the Third Meeting of Council of Leaders of United Liberation Forces of Oromia (ULFO)

The Council of Leaders of United Liberation Forces of Oromia (ULFO) held a meeting from October (10 - 14), 2003 and deliberated in depth on the situation of the Oromo people's liberation struggle, on the political developments in the empire state of Ethiopia, the Horn and around the globe, and issued the following resolution.

  1. The basic principle on which the United Liberation Forces of Oromia was created in 2000, the Memorandum of Understanding signed by founding member organizations on July 25, 2000 and the Consensus 2000 of September 20, 2000 are still holding and remain binding. Liberation of Oromia was the corner stone on which ULFO was established. When the Meeting reviewed the past three years performances of ULFO, though some progress was made, when looked at its totality, it was concluded as unsatisfactory. Hence the Meeting concluded that ULFO has to be revitalized and invigorated to fulfill its expectations and historical duties.

  2. From the time they managed to subjugate the Oromo people different Ethiopian regimes that came and went all worked relentlessly to divide and weaken Oromo people. Our enemies know the strength and weakness we have as a people. They clearly know that with its population size and the tremendous resources it has, if Oromo people is united there is no force that can stand against it. They are always afraid of Oromo nationalism and unity. Hence, they have been doing everything possible to divide Oromo people on regional, religion and clan lines. They use all incidents and events to sow seeds of mistrust and disunity among Oromo people. Currently our enemies are exploiting certain squabbles in Oromo community to divide and weaken us. A divided Oromo society cannot liberate itself. Oromo people must put its house in order and patch all pit holes so that the enemy does not exploit it. Therefore, ULFO calls upon the Oromo people to vigilantly protect and strengthen its unity of purpose and develop Oromo nationalism - Oromummaa - the only way that takes us to liberation and freedom. ULFO will resolutly work to consolidate the Oromo Unity and mercilessly fight enemy agents, agent provocateurs and destructive elements engaged in trying to divide our people

  3. The incumbent regime in Ethiopia is a tyrant regime that is irresponsible and has no mass support. The minority ethnic based Tigrean regime has monopolized state to advance its narrow political interest that is plunging the country into political chaos and economic disaster. In twelve years of its rule the TPLF brought more sufferings, famine and misery to the peoples in the country than regimes before it. Poverty level has reached the lowest of low. More than one third of the population is hungry and waiting for food assistance. A great number of people are dying of diseases like malaria, TB and typhoid. HIV AIDS has spread through out the country and is wiping out mostly the productive forces of the society. There is great national catastrophe hovering over the empire. The country is in a very critical condition that needs extra ordinary solution to save peoples from the eminent disaster. Hence ULFO concludes that the only way to preempt this danger is by removing the TPLF regime from power once and for all.

  4. The recently convened All Party Conference (APC) and the formation of United Ethiopian Democratic Forces (UEDF) is a new beginning in the politics of Ethiopian opposition organizations. In the political arena of Ethiopia any front that is formed is expected to come up with a higher and progressive program that solves the fundamental problems of the empire. However the newly created UEDF has failed to fulfill this expectation right from the very beginning. The UEDF through its resolution and statements had made it crystal clear that it is going to work to reverse every thing and roll Ethiopia back to the days before the Dergue. Such regressive program is anti people and democracy that does not bring the much-needed peace and stability in the region, but rather it exacerbates the already existing political crisis and economic disaster. Hence ULFO concluded that UEDF is nothing but a new form of Naftanga political expression aspiring to come back to state power.

  5. The Djibouti and Yemen republics are one of those countries that have good records in hosting Oromo refugees. Oromo people are grateful for the services these governments have done for Oromo refugees in the past. However, disturbing events are happening both in Djibouti and Yemen. Djibouti government has forcefully repatriated tens of thousands of Oromo refugees and put a good number in concentration camp without necessary basic facilities. The Yemen government has also detained some of Oromo refugees and is torturing them. ULFO sees this as gross violation of refugee's rights contravening UN Conventions and protocols. Therefore, ULFO appeals to both governments to stop harassing Oromo refugees and give them due right as refugees which they truly deserve.

  6. The TPLF regime is renown for reneging all agreements it concludes and treaties it signs. The TPLF is unpredictable and all its moves and actions are full of betrayals and deceptions. This fraudulent nature of the TPLF is becoming clearer even to international community from its actions of the recent days. The TPLF is reneging the agreement it signed in Algiers that ended the border war with Eritrea. The kernel of the Algiers agreement was to accept the ruling of Border Commission as the last and binding. As usual the TPLF is reneging this agreement and has refused to accept the ruling of Border Commission. This is a good episode to observe the unpredictability of the TPLF and its stance of anti peace and stability. The TPLF regime is doing every thing possible to undermine the Somalia peace negotiation that is going on for almost a year. Hence:

    1. ULFO understanding the vicious nature of the TPLF condemns its actions and behaviors of the TPLF in strongest terms.
    2. The border ruling made by the International Commission at Hague should be respected for the sake of peace and stability for the peoples in Ethiopia and the region.
    3. The TPLF is preparing itself for another round of "border" war. Therefore, ULFO calls upon the Oromo people to be cautious not to fall victim to this round of TPLF evil deeds and refuse to involve in any war that the TPLF ignites.
