The Executive Committee (EC) of the United Liberation Forces of Oromiyaa (ULFO) held its meeting on November 17th & 18th, 2005. After thorough deliberation on a range of organizational matters, the state of the union of the Oromo political forces in ULFO, the state of the Oromo liberation struggle, current turmoil in the Ethiopian empire, and the impact the current crisis on the peace and stability of the Horn Region, the EC adopted the following resolutions:
On organizational matters
Reviewing progress reports on various activities of ULFO;
Assessing and evaluating what ULFO has carried out since its inception;
Revisiting the resolutions of the ULFO Delegates Meeting and understanding the pressing necessity of translating the decisions passed into action;
Identifying major achievements that ULFO has secured;
Pointing out major weaknesses and areas of strength that have been observed so far in the work of the organization;
Aware of the responsibilities that member organizations took upon themselves and recognizing the expectations of the Oromo people;
Conscious of the historic responsibilities that ULFO shoulders particularly at this trying time of the Oromo national liberation struggle;
  The Executive Committee,
- Recognizes the modest achievements of ULFO in the area of maintaining the unity of purpose of the union;
- Suggests corrective measures for all drawbacks that have been so far identified in the organization;
- Agrees to devise ways and means on how every member organization of ULFO can step up their respective inputs to our national liberation struggle;
- Recognizes fully the urgency of realizing the objectives stated in the program of ULFO and resolves to get the umbrella organization more involved on major national projects, with haste.
- Agrees to delegate a working group that can formulate a work plan, prioritize national projects to be carried out, and seek task forces who can execute such projects.
On the state of the union of organizations in ULFO
Recognizing that the state of our union is stronger than ever;
Realizing that the unity of our forces has far reaching implication on the unity of our people and our national liberation struggle;
Aware of the fact that our stronger unity sends loud and clear messages to our friends and foes alike;
Understanding fully well that the current state of the union clearly demonstrates tolerance and political pluralism rooted in our Gada tradition;
  The Executive Committee,
Raises its commitment to promote the mission of ULFO and to build its capacity so that ULFO would be a more viable and vibrant organization that could deliver on its objectives.
On the state of the Oromo national liberation struggle
Assessing the state of the Oromo liberation struggle;
Weighing the performance of individual ULFO member organizations in the liberation struggle;
Considering the intensification of the atrocities committed by the regime of Meles Zenawi against our people;
  The Executive Committee,
Calls upon all member organizations of ULFO to scale up the resistance against the TPLF occupation forces;
Urges all liberation forces and all stakeholders in the Oromo national liberation struggle to gear up for a higher degree of preparation in terms of building efficient organizational capacity and promoting coordination of our material and human resources necessary to challenge the TPLF and other forces who harbor the agenda of subduing the Oromo struggle;
On the current situation in the Ethiopian empire
Realizing the escalation of repression against the Oromo people by the regime of Meles Zenawi;
Aware that the motives of the CUD is to subdue the Oromo nation if it usurps power;
Cognizant of the fact that both, the TPLF and CUD adamantly aspire to further rule over Oromiyaa;
Mindful of the fact that despite their differences the objective of both, the CUD and TPLF is to keep the empire intact which presupposes the further subjugation of the Oromo People;
Understanding that the positions of both TPLF and CUD contradict the aspiration of the Oromo people to be free;
Taking note of the looming Ethio-Eritrea war which could impact on the Oromo people and the neighboring nations at large, and generally on the peace and stability of the region;
  The Executive Committee,
Urges the Oromo people not to take side in the conflict between the two rival Abyssinian forces, CUD and TPLF since such an undertaking would blur the objective of our national liberation struggle and negate our national interest.
Calls upon the Oromo people to rather focus on the struggle of liberating itself and becoming master of its destiny by rallying around Oromo liberation forces and advancing the national agenda;
On peace and stability in the region
Cognizant of the fact that there are many ethno-national groups equally suffering the brunt of colonialism in the hand of Ethiopian rulers in the Ethiopian empire;
Aware that subject peoples in the empire are struggling to be free;
Realizing that the prime cause for the deterioration of peace and stability in Ethiopia and the Horn of Africa at large is the current TPLF-led government of Ethiopia;
Understanding that the recurring crisis in Ethiopia and the region is the result of struggle of the oppressed peoples for political voice, democracy, justice, and the rule of law on one hand; and ruthless political oppression that dictatorial regimes inflict on their subjects on the other.
  The Executive Committee,
Calls upon all subject peoples in Ethiopia to reach a common understanding forging unity and pooling their material and human resources to end the cycle of violence, political oppression, and economic deprivation inflicted upon them by the current TPLF-led regime of Ethiopia.
Urges all subject peoples to steadfastly work on bringing about the materialization of a meaningful alliance of struggle for freedom;
Extends once again its continued call to all oppressed nations and nationalities in the Ethiopian empire for cooperation in the interest of freedom, democracy, peace and lasting stability to prevail in our region.
On rallying the Oromo people for the liberation of Oromiyaa
Acknowledging the enormous sacrifice that our people have paid and continue paying in the liberation struggle;
Aware of the indispensability of a nationwide organized and networked struggle to achieve our goal of liberating our people from subjugation, repression and marginalization;
Underlining the necessity of coordinated and concerted actions in our undertakings;
Underscoring the need to rally the Oromo people behind ULFO;
  The Executive Committee,
Calls upon the Oromo people, men and women, young and old, and the farmers, workers, entrepreneurs, intellectuals, and professionals, to rally behind ULFO and intensify its struggle to bring a quick end to its subjugation, repression, exploitation and marginalization;
Urges the Oromo people to be mindful of the imminent danger our nation could encounter now and in the future if we now fail to get better organized and struggle in order to regain our freedom and rescue our nation from recurrent carnages committed by the TPLF led regime of Ethiopia.
