  OLC: Resolution

     The Council of Representative,

     Reaffirming all its preceding resolutions, the Council of Representative has adopted the following resolution:

A. On the current state of the Oromo nation

    Assessing the current state of the Oromo nation and realizing that:

  • The TPLF-led colonial regime of Meles Zenawi has refined its political machinery that supposedly suits to contain the growing resistance of the Oromo people; and that it has established a new administrative structure much like a regimentation in urban and rural areas across Oromiya, known as Garee (a unit of 30-household) and Gooxii (a higher unit of 90-houshold in the structure), in order to more closely monitor and control the political, economic, and social life of the Oromo society.


  • Under the guise of promoting free market and economic development, the regime has intensified depriving the Oromo people economic opportunity and as a result a staggering mass is burgeoning the rank of unemployed, landless peasants, and entrepreneurs bankrupted by design.


  • The regime has escalated its campaign of tearing apart the social fabric of the Oromo society by forcibly resettling millions in harsh environs that left many dead and other exposed to various communicable diseases.


  • The regime has devised a second rate education system that hardly prepares the Oromo citizens to tackle the growing economic and social challenges of their country; whereas it is preparing its own ethnic group, citizens of Tigrai, with first rate educational system that would equip them with skill sets required for the 21 century.


  • With insensitivity of the regime and its merely symbolic intervention to curb the growing pandemic of AIDS, the disease has continued ravaging the Oromo population and as a result the health of the nation is at stake.


  • Famine is again threatening the life of millions and as always its prime cause, much more than natural calamities, is the policy of the regime.


  • The abuse of human rights by the regime of Meles Zenawi, as attested by many international human rights organizations, is on the rise.


  • Intimidation, harassment, imprisonment, and torture of Oromo university students by the agents of the regime is quite rampant; and, as a case in point, the beating, imprisonment, and torture of 23 Oromo students at Bahir Dar University is one latest incident reported.


     The Council of Representative,

  • Reaffirms its condemnation of the regime of Meles Zenawi that is bent to perpetuate the political subjugation, economic exploitation and deprivation, and social operation of the Oromo people;


  • Calls upon the Oromo people to continue resisting and not to succumb to all desperate oppressive measures that the regime takes.

B. On the United Liberation Forces of Oromiya

Examining the outcome of the public forum that ULFO organized and the meeting of representatives of member organizations of ULFO held in April, 2005,

Realizing that the participation of civic organizations in the forum has imparted a significant clout to ULFO,

Noting that all participants of the forum have genuinely expressed their wish to help promote ULFO to a prominent organization that can effectively deliver on its promises,

Understanding that representatives of member organizations of ULFO have adopted the program of ULFO and ratified its constitution,

Bearing in mind the remaining task at hand for member organizations of ULFO is to practically attend to the wish and aspirations of the Oromo nation through this umbrella organization,

     The Council of Representative,
  1. Commends the organizers of the forum for bringing together the Oromo community, professional, youth, business, religious organizations so that they would share the perspective of various organizations on the Oromo national cause of emancipation,


  2. Demands ULFO to hold similar public forums where ever and when ever necessary in order to broadly publicize the mission of ULFO within the Diaspora Oromo communities and to solicit active participation of Oromo nationals in the promotion of ULFO,


  3. Urges all member organizations of ULFO to be mindful of the trial and tribulations of the Oromo people under the fascist rule of the TPLF and embark on formulating a common plan of action and on implementing it effectively and expeditiously,


  4. Reminds member organizations that time is of the essence and that they act quickly and galvanize the human and material resources required to counter the ever more re-aliened retrograde Abyssinian political forces posed to sustain the colonial occupation of Oromiya.

C. On the upcoming election in Ethiopia

Assessing the upcoming election from the vantage point of the Oromo national aspiration and interest,

Examining the prevailing political landscape in Ethiopia,

Noting the emergence of numerous political parties jostling to alter the equation of the political power in Ethiopia,

Studying thoroughly the platform of the various political parties currently campaigning in Ethiopia,

Taking a closer look into programs and the election campaign platforms of particularly those political parties claiming to stand for the interest of the Oromo people,

Realizing that the emergence of 'Oromo political parties' of various persuasion in the election arena has set in motion a political tide that potentially draws the Oromo people in various direction and away from the main stream political view,

Understanding fully well that the Oromo people have yet again come at another crossroad and facing a murky political environment and pondering how to weather through,

     The Council of Representative,
  1. Reaffirms that it is futile to redress the political, economic, and social injustice facing the Oromo people and more so to fulfill the aspiration of the Oromo nation for self-determination by engaging the traditional Ethiopian political power brokers in the campaign for power sharing through electoral process,


  2. Reminds Oromo political parties that the political landscape in Ethiopia has remained as rugged as it has ever been and the current electoral process that is a showcase would hardly change it to any level plain field for political parties which in earnest contest to bring about some substantive political changes,


  3. Gathers that the Amhara-led political forces lined up for the election are echoing their decadent political view and craving to re-institute the old political order of the by gone years,


  4. Understands that the Oromo political parties joined the race undoubtedly to voice the plight of the Oromo people by capturing the opportunity of any seemingly legal platform; and, however, as much as it is worthwhile effort, it is a desperate measure for dire political situation as it would not nudge the deep rooted colonial order that has shackled the Oromo nation,


  5. Believes that the predicament of the Oromo nation is best addressed once and for all only if the Oromo political forces of all political leaning are united in purpose and make a collective effort to undo the colonial system eroding the political, economic, and social foundation of the Oromo nation,


  6. Reminds them that reforming the Ethiopian political system has been attempted at numerous historical epoch by Oromo nationals and political entities but to no avail,


  7. Calls upon the Oromo people to demand that all independent Oromo political organizations, liberation forces and parties alike, vowing to stand for the cause of the nation find a common ground and streamline their efforts to salvage the nation.

D. On peace situation in the Horn of Africa

Realizing that the peace situation in the Horn of Africa is as precarious as ever, Understanding that there is a growing tension between Ethiopia and neighbouring states and the driving force for the escalation of hostilities is the regime of Meles Zenawi of Ethiopia,

     The council of Representative,

Calls upon the Oromo people to be sagacious and not to be involved in the hostile and provocative action of the regime of Ethiopia that is on the verge of dragging you to another war against neighbouring states,

Appeals to the United Nations to exert pressure on the Ethiopian regime that fails to respect international law so that it lives up to the expectation of the international community.
